asked the Secretary of State for the Colonies whether he will consult the Government of Jamaica about the immigration of Jamaicans into Britain, with a view to an arrangement controlling this without infringing the rights of free entry within the Commonwealth.

We are, of course, in touch with the Government of Jamaica about this, but I must make it clear that it is not a matter of controlling emigration from Jamaica. It is a matter concerning entry into the United Kingdom, which is the responsibility of Her Majesty's Government in the United Kingdom.
