45. Mr. Russell

asked the Secretary of State for the Colonies what estimate he has made of the effect which the decision of the International Sugar Council to reduce export quotas by a further 5 per cent. of the basic export tonnages will have on the sugar-producing Colonies.

Mr. Hopkinson

This decision does not affect the quotas of Commonwealth exporting countries. In so far as it helps to maintain the free market price it should benefit the sugar-producing Colonies.
