§ Miss HorsbrughThere are no fixed requirements of teachers by reference to which "shortages" can be calculated. I cannot therefore answer the Question in the form in which my hon. Friend has put it, but if he will let me know what considerations he has in mind, I will see if I can give him any useful information.
