43. Mr. Fenner Brockway

asked the Minister of Education on what grounds permission to provide transport for schoolchildren to the distance of 2½miles, has been declined to the Buckinghamshire Education Authority.

At my request, the Buckinghamshire Authority have brought their general transport arrangements for children over 11 years of age into line with the policy suggested in my Department's Circular 242. I do not consider that conditions in Buckinghamshire are so unusual as to justify special general arrangements, but I have told the Authority that I am prepared to consider particular circumstances in which there might be grounds for exceptions.
