asked the Minister of Agriculture why the Commissioners of Crown Lands are asking high premiums, which they term fines, as a condition for granting leases of unfurnished houses; and whether he will take action to stop this practice.

Instead of letting Crown property at a full market rent, the Commissioners of Crown Lands are sometimes ready to accept a lower rent and to take the balance as a capital payment or fine. This is a practice quite normal in the letting of property and I see no reason to stop it.
