§ Sir T. DugdaleInstead of letting Crown property at a full market rent, the Commissioners of Crown Lands are sometimes ready to accept a lower rent and to take the balance as a capital payment or fine. This is a practice quite normal in the letting of property and I see no reason to stop it.
