asked the Secretary of State for the Home Department what steps he is taking to lessen the danger and inconvenience to road users on A41 in the neighbourhood of Elstree caused by earth spilling from lorries.

There is in force in the Elstree Rural District a good rule byelaw designed to prevent danger or nuisance caused by the spilling of loose substances from vehicles on to highways. The police pay attention to the observance of the byelaw in the normal course of their duty. I understand that the position has recently improved.
