Mr. Fenner Brockway

asked the Secretary of State for the Colonies on what ground Joseph Kiwanuka, Vice-President of the Uganda National Congress, was arrested on 9th January; and why, after he had been released on bail, he was again arrested on 11th January.

Mr. Kiwanuka was first arrested on a charge of printing and publishing a seditious publication. He was then released on bail pending his trial. Two days later, on the 11th January, he was re-arrested under the Emergency Regulations for reasons unconnected with the criminal charge, the Governor being satisfied from reliable evidence that it was necessary to exercise control over him in the interests of public safety.
