asked the Minister of Education whether she has reviewed the rule whereby a graduate teacher who does not attempt a course of teacher- training is regarded as qualified, while such a teacher who attempts the course and fails is then regarded as unqualified and suffers loss of salary;and what conclusion she has reached.

I agree that this arrangement is open to criticism, but it is also not easy for me to disregard the judgment of the area training organisation responsible for such a man's course of training. Some monthsago I invited the National Advisory Council on the Training and Supply of Teachers to review the matter and I hope shortly to have their advice before me so that I can reach a conclusion on it.
