§ Sir T. DugdaleThere is a clear distinction between a C grading under the farm survey and placing a farmer under supervision. A C grading means that the standard of efficiency is low and that the farmer specially needs advice and help. A farmer can only be placed under supervision for failing to fulfil his responsibilities under the rules of good husbandry.
