asked the Secretary of State for Foreign Affairs if he will propose at the Berlin Conference that the Governments there represented should bind themselves not to enter into military alliance for a period of five years with a central German Government based on free elections.

Mr. Selwyn Lloyd

No. An all-German Government should be free, both before and after the conclusion of a peace treaty, to enter into associations compatible with the principles and purposes of the United Nations.
