It is the firmly established practice in the Royal Navy that divisional officers are required to keep in close touch with their men and be ready at all times to advise and help them to the best of their ability. This is expressly laid down in Queen's Regulations. Instruction in these important responsibilities is given proper emphasis from the very beginning of the training of all junior officers. Ratings are instructed during their new entry training on the way in which they can look to divisional officers for guidance; while a statement of the divisional officer's responsibilities for personal welfare is included in the Naval Ratings Handbook.
