asked the Secretary of State for the Home Department if, in order to remove uncertainty and misunderstanding in the minds of magistrates, he will now send a circular to them regarding the attendance of their clerks when they retire to consider cases and the subjects on which they should, or should not, seek their advice.

I have sent to clerks to justices a copy of the statement made by the Lord Chief Justice in the Divisional Court on 16th November. No further action is called for on my part.
