asked the Assistant Postmaster-General if he will consider the possibility of restoring a cheaper postage rate for cards containing only a simple acknowledgment, for letters posted before a specified early hour of the day, or letters addressed and to be posted within a locality or limited radius; and if he will make a statement.

Acknowledgment cards may already be sent by post for 1½d. if they comply with the printed paper Regulations of which I am sending my hon. Friend a copy: the introduction of cheap rates of postage for letters posted early in the day, or for those intended for local delivery, would involve a net financial loss which would be prohibitive.
