asked the Minister of Health if he will consider the introduction of regulations enabling him to absolve former hospital employees from the payment of arrears of payments to the superannuation fund where the rate of contribution has been changed after the taking over of a hospital by the State.

No. The rates of contribution to the National Health Service superannuation scheme are related to benefits provided under that scheme. It would be unfair to other contributors to absolve some employees from payment of part of the contributions due from them.
