asked the Minister of Agriculture whether he has now reached a conclusion on the application of the Essex River Board, under Section 1 of the Coastal Flooding (Emergency Provisions) Act, 1953, for an authorisation to install dams in certain creeks adjoining the rivers Roach and Crouch.

The Minister of Transport and Civil Aviation and I have considered this application in the light of representations received from the interests concerned. It appears that it would be inappropriate to deal with the issues raised by this application under emergency powers of limited duration and I have decided, therefore, to reject it.
