asked the Secretary of State for the Home Department what action he intends to take on the recommendation of the Gowers Committee.

Her Majesty's Government have under consideration the recommendations of the Royal Commission on Capital Punishment, but I am not yet in a position to make any statement on this subject.

asked the Secretary of State for the Home Department if he will take steps to suspend the death penalty until the report of the Gowers Committee has been discussed and a decision taken on action in regard to it.

No. The publication of the Report of the Royal Commission affords no grounds to support this proposal and I am not prepared to anticipate a decision which could properly be taken only by Parliament.
