asked the Minister of Housing and Local Government on what grounds certain illuminated signs in Trafalgar Square have been banned as seriously prejudicial to amenity; why some have been allowed to remain for a limited period; and what is his long-term policy.

I am sending the hon. Member a copy of the letter of 21st August, addressed to the Westminster City Council, which sets out in each case the reasons for my right hon. Friend's decision and indicates the general policy on which the decisions rest. Under the Regulations all consents must be for a fixed term, usually three years, so that planning authorities may in due course review the position in the light of any change of circumstances.
