§ Mr. GammansDuring 1951–52 and 1952–53 Post Office expenditure increased by some £50 million, about two-thirds of which was due to increased staff costs. Only about half of the total increase was passed on to the public in the form of increased charges. In spite of a steady rise in postal and telephone traffic the non-industrial staff of the Post Office, so far from increasing during these years, has diminished.
