asked the Minister of National Insurance whether he will consult the trade unions about the wording of Section 13 of the National Insurance Act, 1946, with a view to the introduction of amending legislation to prevent disqualification from unemployment benefit of workers who, while in no way participating in a strike, are thrown out of work by it.

The trade disputes provisions of the National Insurance Scheme have been reviewed on several occasions without finding any practical alternative. They were re-enacted unaltered in the National Insurance Act, 1946, and I have received no representations from any responsible body for their amendment on this point.
