asked the Minister of Housing and Local Government (1) how many local authorities have made application for the establishment of smokeless zones; what are the penalties that are imposed for breaches of the regulations; and to what fund the fines are allocated;

(2) if he will make a statement on the effect of the establishment of smokeless zones in Manchester, Coventry, Bradford, Swindon and Edinburgh, respectively; and what other authorities have made application to exercise these powers.

Twelve local authorities have obtained powers by local Acts for establishing smokeless zones, but so far only two zones are in operation —at Coventry and Manchester. The two zones are limited in extent and sufficient time has not elapsed to enable the full effects to be assessed. The Acts impose penalties not exceeding £10, or a daily penalty not exceeding £5, for infringement. I could not say into what funds any moneys recoverable under the different Acts are payable without making inquiries of the local authority in each case.
