asked the Secretary of State for the Colonies whether the Government of Fiji will institute elections by secret ballot for Fijian representation on village, district and provincial councils and the chief's council, instead of the present procedure by a show of hands.

Elections to the council of chiefs and to the provincial councils are already carried out by secret ballot. Instructions for elections by secret ballot to district councils were issued in 1951 and some such elections have already taken place. There is no legislative provision for village councils or elections to them.
