Mr. Malcolm MacPhersonasked the Secretary of State for Scotland whether he is aware that the policy of education authorities in awarding bursaries for those universities, attendance at which involves least cost to the student. 106W results in encouragement to most students to attend one of the two larger universities; and whether, in view of the swollen numbers in these two, he will discuss this matter with the education authorities and with the four universities, with a view to encouraging the flow of an increased proportion of students to the two smaller universities.
§ Mr. J. StuartEducation authorities have recently been told that we should accept for grant, expenditure on a bursary to enable a student to attend a more distant university if a suitable course is not available nearer, or if for any other reason such attendance is considered to be in his best interests. I should not feel justified in going further than this, especially since the numbers at the two larger universities have recently been falling.
