asked the Prime Minister whether he will appoint a Minister who, in the temporary absence of the Foreign Secretary, is directly answerable to the House of Commons for all aspects of Her Majesty's Government's foreign policy.

Under the arrangements made during the temporary absence of the Foreign Secretary the House has had every opportunity of putting Questions to Ministers, who have authority to answer over the field to which the hon. Member refers.
