asked the President of the Board of Trade what reply he has made to the offer of the Union of Soviet Socialist Republics' Government made at the last meeting of the Economic Commission for Europe to have an exchange of goods to the value of £70 million each way.

When East-West trade problems were discussed in Geneva under the auspices of the Economic Commission for Europe in April, the representatives of the Soviet Union made no specific proposals for an exchange of goods with the United Kingdom to the value of £70 million each way. We made clear in Geneva, and subsequently in London, a wide range of engineering and consumer goods is freely available for export from this country, and we shall continue to try to expand trade in all non-strategic goods with the Soviet Union.
