asked the Minister of Housing and Local Government what steps the Government propose to take in order to bring about a fairer distribution of the rent burden between the tenants of post-war and pre-war municipal houses.

Local authorities are responsible for fixing rents of council houses and have power to distribute the rent burden as they think fit.
