asked the Secretary of State for Scotland why he has not imposed maximum net costs per place for primary and secondary schools, as recommended in the Eighth Report of the Select Committee on Estimates.

The arrangements explained in the Departmental reply to the Select Committee's recommendation should be as effective as would the imposition of maximum net costs per place in keeping costs within reasonable limits and should, while giving education authorities greater freedom in the design of schools, encourage them to keep within the financial limits by good planning rather than by lowering standards.
