StuartThe arrangements explained in the Departmental reply to the Select Committee's recommendation should be as effective as would the imposition of maximum net costs per place in keeping costs within reasonable limits and should, while giving education authorities greater freedom in the design of schools, encourage them to keep within the financial limits by good planning rather than by lowering standards.
