asked the Minister of Agriculture why his Department insists that all correspondence sent to his Department in connection with the Fertilisers Scheme, 1952, should bear prepaid postage.

Mr. Nugent

It is the general rule that letters to Government Departments should be prepaid unless the correspondence is in the interests of the Department concerned. Both farmers and merchants benefit from the operation of the Fertilisers Scheme and my right hon. Friend can see no justification for meeting the cost of postage from public funds.
