asked the Minister of Transport what steps have been taken to make the new by-pass road at Newport and to provide a new local bridge to deal with the growing congestion at the present junction of the main road over the Usk.

Some progress has been made with the planning of the bypass. An additional local bridge would cost about £1½million and would involve considerable demolition of property and interference with wharves. I cannot indicate when it might be practicable to begin the execution of either scheme.
