asked the Minister of Agriculture whether he is aware that, if a farmer obtains a grant under the marginal production scheme, he is not entitled to charge for his own personal labour; and, since this Regulation creates hardship for the small farmer, whether he will give instructions that personal labour should be permitted as a charge in these schemes.

The present practice accords with the general principle that the Government will make grants only on expenditure that is actually incurred. I cannot therefore see my way to make the change my hon. Friend suggests.
