asked the Secretary of State for the Colonies why the clerical employees of the Singapore City Council were asked to sign a form containing the promise of a year's bonus, subject to their acceptance of conditions of employment which were not made known to them.

The hon. Member is misinformed. These employees were asked specifically to accept or reject the amendments to their terms of service recommended by the Select Committee on Salaries as set out in their Report. This Report had been made available to all Departments of the council before the acceptance forms were distributed.
