59. Mr. Hale

asked the Chancellor of the Exchequer when the quinquennial review of the National Insurance Fund and the National Insurance provisions will commence; by whom it will be undertaken; and what provision will be made for the making of representations for amendment of rates, and of rules, by interested bodies.

Mr. Boyd-Carpenter

As provided in Section 39 of the National Insurance Act, 1946, the operation of the Act during the period ending 31st March, 1954, will be reviewed by the Government Actuary as soon as the accounts for that year and other statistical information are available. When his report on the finances of the Fund is published, the Minister of National Insurance will review rates and amounts of benefit as required by Section 40 of the Act. No special arrangements for this part of the review are contemplated.
