Friend has in mind the arrangements for the quarterly allocation of solid fuel exports worked through the Coal Distribution Committees of the Organisation for European Economic Co-operation and the Economic Commission for Europe. These arrangements are designed to 43W secure an equitable distribution of available supplies between member countries and impose no limits on quantities exported.
