§ Mr. GammansI am aware that frequency changes are inconvenient and involve expense; but they have to be made from time to time in order to make effective use of the frequency spectrum. I see no prospect of securing immunity from change for any particular class of radio user, but the maximum possible notice would, of course, be given of any change.
