asked the Secretary of State for the Colonies which Ministers in Nigeria, both at the centre and in the regions, now exercise control over regional departments.

None at present. But as the hon. Member will have seen from paragraph 16 of the Report of the London Conference on the Nigerian Constitution (Cmd. 8934) it is proposed when the Constitution is amended to confer on both central and regional Ministers, in addition to their present collective responsibility as members of their respective councils, general direction and control of, and individual responsibility for, the departments within their portfolios.
