§ 54. Mr. T. Reidasked the Secretary of State for the Colonies what authority he was given at the recent London Conference on Nigerian constitutional problems, by the delegates who could not agree about the future of the capital, Lagos, to make a decision on this matter which they agreed in advance to accept; and how far he was limited in his decision to one of several suggestions put forward.

§ 59. Mr. Sorensenasked the Secretary of State for the Colonies why it was not made clear during the recent Nigerian Conference that his personal consideration and decision, in respect of Lagos, would not necessarily be confined to the four alternatives originally outlined to the Conference.
§ Mr. LytteltonAt the time when I was charged by the Conference with making an award on Lagos—which charge I undertook only at the wish of all delegations and on the express understanding that whatever the decision it would be adhered to by them all—it must have been clear beyond any reasonable doubt that no solution, however radical, was barred. No conditions or reservations were then stated by any delegation.
