22. Captain Duncan

asked the Secretary of State for Foreign Affairs whether, in view of the nature of General Neguib's recent speeches, he will take steps to inform him that, while he is willing to enter into negotiations regarding Britain's rights under the Anglo-Egyptian Treaty, these speeches are not conducive to the right atmosphere for successful negotiations; and that, failing agreement, Britain intends to stand firmly by her Treaty rights.

The Egyptian Government have been left in no doubt of the damaging effect caused to Anglo-Egyptian relations by hostile propaganda of every type. I myself spoke in this sense to General Neguib about this when I saw him on 21st March. The position of Her Majesty's Government as regards the 1936 Treaty has also been repeatedly made clear.
