asked the Minister of Housing and Local Government if he is aware that periods of abundant rain are frequently followed by periods of water shortage; and, as the total annual rainfall is sufficient to provide an adequate supply of water for all parts of the country at all times, if he will initiate a long-term plan for an increase in the reservoir capacity of the country, so as to avoid the shortages and restrictions on water consumption which now take place nearly every summer.
