asked the Secretary of State for the Home Department why the draft Borstal Rules laid before Parliament do not implement the recommendation of the Departmental Committee on Punishments in Prisons and Borstals that all absconders from Borstal institutions should be dealt with by the appropriate board of visitors.

Before coming to any final decision on this recommendation of the Departmental Committee, I should like to see how the arrangement which they suggest works out in practice. I am, therefore, proposing to advise Borstal Governors that, for an experimental period, all absconders should be referred to the board of visitors; and I will consider, in the light of the experience gained during this period, whether the Borstal Rules should be further amended on this point.
