§ Lord Malcolm Douglas-Hamiltonasked the Financial Secretary to the Treasury whether Her Majesty's Government will sponsor and guarantee a loan 117W from the International Bank for Reconstruction and Development for schemes of development in the Highlands of Scotland such as the Spey Valley Drainage Scheme, water supply schemes and improved roads and other communication facilities.
