asked the Secretary of State for the Colonies to what extent the Council of Singapore has succeeded in setting up a wages council for the Colony; what powers this council will exercise to fix minimum rates of wages to be paid in the principal industries; and how far inspectors will be employed to see that the rates fixed are enforced.
