asked the Chancellor of the Exchequer whether he will authorise a duly-elected official of an old age pensioners' association to countersign the certificate of application for tobacco-duty relief by a pensioner in addition to the other 15 categories already recognised.

Mr. R. A. Butler:

The present list of categories, which has been in use since 1947, gives the pensioner a wide choice, and I should need clear evidence that it is seriously inadequate before I could feel justified in authorising the extra expense involved in revising the forms.
