Mr. J. Johnson

asked the Secretary of State for the Colonies the recommendations in the minority report of the Select Committee appointed to make recommendations on cost-of-living allowances for civil servants in Kenya; and whether he will give the signatories of the minority report.

Mr. J. Griffiths

The minority report of the Select Committee on cost-of-living allowances, which was signed by Messrs. T. R. L. Preston and C. G. Usher, recommended:

  1. (a) an inquiry into various methods by which long-term relief might be afforded, including income-tax relief (by means of increased allowances), the reduction of rent, and the provision of transport, canteen and residential mess facilities;
  2. (b) an inquiry into the possibility of a special regional cost-of-living allowance in respect of places where the cost of living is higher than elsewhere in the territory;
  3. (c) as an interim measure, the adoption of temporary allowances on the following scale:
    1. (i) Salaries not exceeding £150—flat rate of 25 per cent.;
    2. (ii) Salaries exceeding £150 as follows:
