§ Mr. YoungerI am very glad to say that, as hon. Members will have observed from this morning's Press, the discussions in Paris regarding the Schuman Plan, in which the Governments of France, Italy, Germany, the Netherlands, Belgium and Luxembourg have been participating, led, on 19th March, to the initialling of a draft treaty by experts representing the six Governments. No observers representing His Majesty's Government have attended these discussions, but His Majesty's Embassy in Paris has been kept generally informed of the progress of the negotiations.
