asked the Minister of Education why there is a time lag of five months between the announcement of the Burnham Committee on higher rates of pay for school teachers on 1st November, 1950, and the coming into effect of the rates on 1st April, 1951.

The salary scales now current continue to apply until 31st March, 1951, in accordance with the agreement reached by the Burnham Committee in 1948. The announcement of last November to which the hon. Member refers was a summary by the Committee of its proposals for new salary scales to apply from 1st April, 1951. At that time these proposals had not been approved by the bodies of local authorities and teachers represented on the Committee for formal submission to me, but they have now been so submitted and have been approved by me to come into force from 1st April.
