asked the Minister of Supply if he is aware that substantial capital and other initial expenditure on civil work undertaken by his Department has not been recovered; and how much in this manner has been lost.

Yes. The published accounts of the Royal Ordnance Factories show surplus materials and unabsorbed capital expenditure to the value of £920,261 at 31st March, 1950, on cancelled or reduced civil work orders. £305,000 of this has already been recovered and action to recover further sums is proceeding.
