asked the Minister of Food why factory workers are allowed an allocation of tea and sugar whilst office workers are allowed one of tea only; and at what particular point the demarcation line is drawn.

Sugar is supplied for industrial workers, but not in offices or shops, on the ground that the demands on the physical energy of industrial workers are generally greater. Naturally I should like to extend the arrangement to office and shop workers; but unfortunately, as long as supplies are restricted, a line has to be drawn somewhere.
