110. Wing Commander Hulbert

asked the Secretary of State for the Home Department if he proposes to take any action following the judgment of the Divisional Court in the case of Willcock v. Muckle, with regard to the production of identity cards.

The Commissioner of Police, after consultation with my right hon. Friend, has issued a police order the effect of which is that members of the Metropolitan Police Force will in future exercise their power to demand the production of identity cards only when this is absolutely necessary, e.g. in cases where they have reason to suspect the commission of a serious crime or where the person may be suspected of being a deserter or absentee without leave from His Majesty's Forces. My right hon. Friend has also invited chief officers of police generally to review their procedure in the light of the observations of the Divisional Court.
