asked the Secretary of State for Foreign Affairs whether he will consider the advisability of calling together an international conference on the question of migration and especially before any Peace Treaty is signed with Japan.

Mr. Younger

I do not think that such a conference would be likely to achieve useful results at the present time. Migration of the subjects of sovereign States is normally a matter dealt with under bilateral agreements. If, as we hope, a Japanese Peace Treaty is concluded soon, the Japanese Government will then be in a position to negotiate, if it so desires, with other states for Japanese emigration overseas.
