As recently as 7th September I addressed a personal letter on this subject to all chairmen of county agricultural executive committees, in which I stressed the greater need, in the present situation, to attain in full our programme of expansion, including the development of grassland, the achievement of a higher level of self-sufficiency and the maintenance of fertility in the soil.
