§ 151. Mr. P. Smithersasked the Secretary of State for Foreign Affairs if he will instruct our representative on the Security Council to press for the appeal of the Tibetan Government to be placed first on its agenda.
§ Mr. Ernest DaviesWe are now studying the text of the Tibetan appeal and are in consultation with the interested Governments. We cannot decide what attitude we should adopt towards it until these measures have been completed.
